PBB 2019

PBB is “a top-up incentive given to government personnel of bureaus or delivery unit in accordance to their contribution to the accomplishment of their department’s overall targets and commitments,” as explained by DepEd.

The process and evaluation of this said benefit is per region, following first-come, first serve basis.

Mayron man pong lumalabas na ibibigay na ito next week,sana nga po.. pero sa ganitong update na hindi pa naisusubmit sa DBM Central ang 3 documents na nasa Itaas ay hindi pa rin ma irerelease ng DBM Central Ang pondo sa DBM regional office.

The final validation of the PBB 2019 has come to its end and good news for all the teaching and non-teaching forces, for next week DBM will start releasing fifteen (15) regions amounting to 65 percent for best schools and 50 percent as the minimum.

Kaninang tanghali ay nag-inquire ang inyong lingkod sa DBM Central Office para sa PBB 2019.

Nakailang tawag ako mula sa opisina ni DBM Usec.Laura Pascua, ibinigay ako sa AO25 Secretariat at sa focal person na assign sa Deped PBB 2019.

Nasa larawan sa baba ang kanilang update. MAYO na ngayon pero ito pa rin ang update nila sa atin.

May kulang pa rin na mga dokumento mula sa DepED na hinihintay pa rin ng DBM.

Nasa baba po ang saktong email para sa ating pag intindi.

Malinaw mga kasamang guro na kailangan nating pagsama-samahin ang ating mga boses para ipanawagan na sa Deped na ayusin nila ang kanilang trabaho upang ito ay agad na matanggap ng mga teacher lalo pa sa PANAHON na katulad NGAYON.

Tandaan gaya ng ating sahod at iba pang mga benepisyo,ito ay ipinaglalaban para mapasakamay natin.

Sa mga nagtatanong ng PBB at mga updates on finance, maaari kayong lumapit sa inyong DepEd Public Info Office sa level ng SDO o RO… regular na nag uulat ang opisina ng “Undersecretary at Assistant Secretary of Finance” sa Mancom meetings at conferences.

Madami ang hiling at tanong sa sweldo, benepisyo at PBB. Heto ang latest, kahapon lang yan:

Every other week, the Secretary of DepEd- Sec Leonor Magtolis-Briones, as supported by the DepEd Public Affairs Office, conducts its Regional Press Conference to give updates to our stakeholders and answer queries, issues and concerns related to delivery of basic education.

Yesterday, April 30, we were in Region 11 and the office of Undersecretary of Finance reported some important updates on compensation, allowances and benefits, including the Performance Based Bonus (PBB).
Here is the excerpt of the said report regarding PBB:

1. Teaching and majority of the non-teaching personnel of the Department of Education (DepEd) are set to receive their 2019 Performance-Based Bonus (PBB) after the IATF (AO25TF) declared the Department eligible for the annual incentive.

2. After the confirmation of eligibility of DepEd by the AO25TF, the Department of Budget and Management (DBM) will facilitate the release of the bonuses.

3. The school-based personnel will be the first ones to receive their bonuses, then the SDO-based personnel who are assigned in the schools comes next, followed by School Division Offices (SDOs), Regional Offices (ROs), and lastly, the Central Office (CO).

4. DBM will DIRECTLY release the PBB funds to the DepEd Regional Offices (ROs), then to the SDOs and to the respective personnel eligible for the grant of PBB.

5. Pay-out for PBB 2019 will depend on the submission of validated reports from schools and field offices. The processing time of which by AO25TF depends on the completeness of documents submitted during the validation period (ranking, eligibility and isolation list) and downloading of funds from DBM to the ROs, ROs to SDOs and SDOs to personnel.

6. See the list of status of submission of validated documents per region. First come, first serve basis will be followed in the validation of the DBM.

7. You may also be interested to see the matrix of salary increases which is scheduled to be given until year 2023; list of all allowances and benefits for year 2021; and the schedule of release of the ff:
– Mid year bonus (one month salary) starting MAY 15, 2021; and
– Clothing/Uniform Allowance of P6,000/eligible employees starting APRIL 5, 2021

• School reports on ranking and rating of 9 regions were already forwarded to AO 25.
• The set deadline for the other regions was March 31.
• Expected pay out –  based on previous years, around 1-3 month after submissions of reports. It also depends on the processing of regional DBM.
• Submitted to AO 25 Secretariat last February 23, 2021: Regions I, IV-A, VI, IX, X, XI, XII, CARAGA & NCR.
• For submission to AO 25 – Region V and CAR
• Waiting for the signed copy – Region III
• Waiting for revised report for revalidation of Form 1.0 – Region IV-B and VIII
• Ongoing Validation – Region II
• Waiting for the Submission of Form 1.0 – Region VII

As for update, DepEd Undersecretary for Finance Annalyn M. Sevilla said, “PBB is not budgeted in DepEd because you only get PBB when the AO25 task force has evaluated the agency eligible for PBB. Walang budget for PBB na kasama sa budget ng DepEd.

Hindi po ako or deped ang nag dedecide if may PBB tayo or Wala. Pls read the policy/guidelines on pbb to understand that it has a process and evaluation handled by a task force where deped is not a part of.

Kelan ma receive? DepEd cannot answer that bec Hindi nga tayo nag e-evaluate ng pbb at Wala ang pondo ng PBB sa DepEd. Nasa DBM po Yun.”
