P18 billion required to grant internet cash allowance for teachers

Giving internet allowance to teachers in cash needs P18 billion in public funds, the Department of Education said.

DepEd said that it has “proactively requested” the Commission on Audit (COA) and the Department of Budget and Management (DBM) in 2020 for the possibility of granting the said allowance.

The Alliance of Concerned Teachers (ACT) have been demanding for P1,500 monthly internet allowance for teachers to be used in the continued implementation of blended learning.

But, DepEd said under its current budget, there is “no existing legal basis and fund cover” for such connectivity allowance.

Per Commission on Audit (COA) Circular No. 2013-003, DepEd noted that “all payments without legal basis will be disallowed in audit” by the Commission.

Despite this, DepEd said that it will continue to work with involved agencies and stakeholders to ensure that teachers are “afforded with such support moving forward.”

  1. Ang mag-turo po in time of pandemic, may legal basis din ba…? Mas mahal ang hinaharap na gastusin ng DepEd kung ‘di po pagiginhawahin ang mga nag-tuturo… Lahat po ngayon, gagawan pa lang ng legal bases… pero ang obvious naman pong kailangan, ‘matic na dapat ang bigay n’yan 🥰

  2. Mas tinitingnan kasi ang VALUE ng amount, hindi ang VALUE ng effort ng teachers. A teacher (T2) for almost 21 yrs., sole breadwinner with more than 5 dependents, can’t afford health cards, no sick leave benefits, and when confronted by illness/hospitalization, eventually mababaon sa utang, zero salary for almost a decade. But still make both ends meet, hand-to-mouth na ang existence, still needs to find means mka internet coz its a must and needs to adapt with new normal educational transition or trends. Kasi, he teaches with-a-heart, on top of his mind is to enhance his teaching skills to live up to what is expected of a teacher specially in today’s thrusts towards learning continuity. Yung na double ang salary outrightly, instant din cguro ang legal justifications. Hindi tulad natin na dadaan pa sa sobrang makipot o halos sarado nang butas nang karayom. (Just my opinion po.)

  3. Teachers should not be denied the obvious need for internet allowance for this is a necessity in an online modality of teaching. Dapat matic na yan at alam na ng mga concerned agencies. May budget naman na ibinigay ang national government, in fact ang Deped ang may pinakamalaking budget every year na natataanggap bakit hindi ibinibigay sa mga guro ang kailangan nila? kaya ang mga mahuhusay nating guro ay umaalis at nagpupunta sa ibang bansa dahil sa ganitong sitwasyon. Nakakalungkot ang sistema ng edukasyon dito sa ating bansa. Ang mga guro natin pagdating sa America agad binibigyan ng sariling Laptop, allowance sa Transpo for a year, medical allowance etc. at ang sahod nila dito na isang taon, isang buwan lang nila dun sa ibang bansa. Nakakaboost ng morale kapag naibibigay ang sapat sa pangangailangan nila at lalo nilang napaghuhusayan ang kanilang pagtuturo dahil hindi na nila kailangan pang isipin kung ano ang kakainin nila sa mga susunod na araw at kung saan kukuha na naman ng pambayad sa internet. nakapasimple ng needs ng mga guro, unfortunately, pinagkakait pa sa kanila.
