DepEd reminds schools of No Collection Policy

The Department of Education (DepEd) is emphasizing its “no collection” policy in schools to keep education free for all elementary and high school students in the Philippines. This reminder is part of a wider effort to ensure that public education remains accessible to everyone.

New Memo from Education Secretary

Education Secretary Sonny Angara issued DepEd Memorandum 41 on August 2. The memo clearly states that the sale of tickets or collection of any contributions, whether voluntary or not, is banned in schools. This policy applies to all public and private schools, colleges, and universities across the country. It covers all types of fundraising from students, teachers, and school personnel.

Legal Consequences for Violators

According to Republic Act 4206, those who violate this policy could face a month in jail or a fine, depending on the court’s decision. The law aims to protect students and their families from any unauthorized financial demands made by schools.

Exceptions to the Rule

While the “no collection” rule is strict, there are a few exceptions. Membership fees for the Red Cross and the Boy Scouts and Girl Scouts of the Philippines are not included in this ban. Additionally, donations from parents and other contributors specifically for the support of barrio high schools are allowed.

Commitment to Ethical Practices

Secretary Angara also reminded DepEd employees of the agency’s code of conduct, which prohibits any unwarranted solicitations. “This order underscores the policy that sales of tickets and/or all forms of contributions, voluntary or otherwise, are prohibited except for the instances provided under RA 4206, as amended,” he stated.

DepEd’s strict enforcement of this policy highlights its commitment to maintaining free access to basic education. By eliminating unnecessary financial burdens on families, the department hopes to support students in their educational journey without additional costs.
