PBB 2021
PBB 2021 is “a top-up incentive given to government personnel of bureaus or delivery unit in accordance to their contribution to the accomplishment of their department’s overall targets and commitments,” as explained by DepEd.
The process and evaluation of this said benefit is per region, following first-come, first serve basis.

Update on the status of PBB 2021 as of January 14, 2023
Per the latest update from the AO 25 Secretariat, they are still validating the following:
- Performance Result
- Financial Result
- Process Result
- Citizen/Client Satisfaction Result
With this, please be informed that the DBM is yet to receive the final validation indicating the DepEd’s eligibility to the FY 2021 PBB from the AO 25 Secretariat.
Likewise, DepEd has yet to submit to the DBM-Organization, Position Classification, and Compensation Bureau (OPCCB) other necessary documents (i.e., Form 1.0 and Evaluation Matrix) for the evaluation of DepEd’s PBB for FY 2021.
Status of Guidelines on the Implementation of SSL V-Fourth Tranche
The budgetary requirements for the implementation of the Fourth Tranche of the Modified Salary Schedule for Civilian Personnel, RA No. 11466, have already been included in the respective budget of agencies in the FY 2023 General Appropriations Act (GAA).
The use of said fund allocations shall be subject to existing budgeting, accounting, and auditing rules and regulations.
Update on the status of PBB 2021 as of February 10, 2023
As of February 10, Based on Memorandum Circular No. 2021-1 dated June 3, 2021 released by AO25 IATF on the guidelines on the grant of the PBB for FY 2021, an agency must satisfy the criteria and conditions under the four (4) dimension of accountability (i.e., Performance Results, Process Results, Financial Results, and Citizen/Client Satisfaction Results) and attain a total score of at least 70 points based on the PBB Scoring System in order for it to be eligible for the grant of the PBB.
In a letter from AO25 IATF Technical Working Group Chairperson and Department of Budget and Management Assistant Secretary Achilles Gerard C. Bravo sent to Vice President and DepEd Secretary Sara Z. Duterte last January 26, 2023, DepEd was able to attain 70 points for the PBB Criteria and Conditions, making the agency eligible for the FY 2021 PBB.

The Department of Budget and Management (DBM) bureau in-charge of validating the PBB of DepEd is still waiting for the duly signed and consolidated FY 2021 PBB Form 1.0 (Report on Ranking Delivery Units) from the DepEd Central Office which is essential in the validation process.

PBB 2021 Ranking
Ang ranking now is by agency. Score ng DepEd ay 70 equivalent to 45.5 % of our monthly salary for 2021.
The Final Eligibility Assessment for FY 2021 Performance-Based Bonus of the Department of Education has the following result:
Overall Assessment- The DepEd-office of the Secretary (DepEd-OSEC) achieved 70 points and is eligible for the grant of FY 2021 PBB. 45.5% ( 70% of the 65% monthly basic salary) will soon be received of all the eligible DepEd Personnel.
Starting FY 2021 PBB, the delivery units of eligible agencies shall no longer be ranked. Unit/s most responsible for deficiencies shall be isolated.
Employees belonging to 1st, 2nd, and 3rd levels should receive rating of at least very satisfactory to be eligible.
PAYOUT- Within the year 2023 subject to availability of DBM’s release of funds.

Update on the status of PBB 2021 as of May 19, 2023
We received update from DBM NCR regarding the PBB 2021 update, according to Ms. Lazaro from the OPCCB office. All concerns regarding the PBB of DepEd should now coordinate with the DepEd Central Office because the DBM has returned our List of Eligible Personnel for Reconciliation of Data and Validation on May 2, 2023. Until now, our documents regarding PBB are still with the DepEd.

As per communication go MPSTA-ACT NCR Union last May 24, 2023 pertaining to the inquiry on the status of fiscal year 2021 Performance -Based Bonus (PBB), we are informed that the said request was returned by DBM through the PBB National Secretariat for further validation of Eligibles. The DBM is currently waiting for the validated list of eligibles from one 1 Schools Division Office.
