Sen. Gatchalian suggests the use of Special Education Fund as a pandemic response in public schools

Senator Gatchalian wants more flexibility on using Special Education Fund (SEF) allocated to public school boards to give additional funds in responding the COVID-19 pandemic.

Gatchalian is the chair of the Senate committee on basic education, arts and culture. According to him, under Section 4 of the Bayanihan To Heal As One Act or Republic Act 11469, President Duterte has the authority to expand the use of SEF.

This fund could be used for COVID-19 testing of teachers, learners and personnel.

“Marami na ang mababago. Now that we are preparing our schools for the ‘new normal’ education, we have to make sure that we tap all possible resources to address the need for some changes in learning methodologies,”he said.

Special Education Fund(SEF) is derived from the one percent tax on real property from the provinces, cities, municipalities and barangays income.
