Solon wants to investigate DepEd procurement of 39,000 laptops for public school teachers

Deputy Speaker Bernadette Herrera-Dy wants to investigate Department of Education procurement of 39,000 laptops for public school teachers.

According to Herrera-Dy, she received information that the contract is set to be awarded not to the lowest bidder, but to the second-lowest bidder which is against to the mandate of Republic Act No. 9184 or the Government Procurement Reform Act

“We received information that the contract was practically secured by the second-lowest bidder at almost P2.3 billion, which is P167 million higher than the bid of the lowest bidder,” Herrera-Dy said.

“This is quite alarming and unacceptable because the P167 million that the government stands to lose from this project could be used elsewhere, especially during this pandemic,” she added.

Herrera-Dy said the need was ballistic nylon, but the lowest bidder submitted a sample of a bag made from 100 percent polyester.

“Bakit naman ang laptop bag at hindi ang specs ng computer ang naging basehan sa pag-award ng contract sa pagbili ng laptop computers para sa mga guro natin sa public school? Nang dahil lang sa bag?” Herrera-Dy said.

“Mas importante pa pala ang bag na may kabuuang halaga ng P167 million kesa sa specs ng computer. Hindi ba may mali rito?” she added.

Herrera-Dy said Congress must do something with this kind of procurement projects using people’s money.

    1. Saan na yong pangangko na bigyan kami nang laptop..nasira yung laptop ko diko maka ayos ayos kasi ang mahal nang bayad ..gusto ko sanang bumili nang bago kaso ang mahal…paano na ang mga report at grade sa mga bata…hu..husana mabigyan kami dito sa Libertad Elementary School Isabel Leyte..

    1. At ang mahal pa ng mga laptops na iyan, yong nkita ko sa skul namin, worth 68k pero ang liit ng memory… Compared dun sa 68k na nasa mall, naku ang pangit ng quality ng laptop from deped.

  1. The latest laptop that we received was procured at Php 60,600.80. It was a Dell Latitude 3420. If you look it up one the official website or tech review blogs, this model has an Intel Core i3 processor as its base model and a market price ranging from Php 26,000.00 to Php 30,000.00. And the worst thing is, the processor was downgraded to the lowest there is, which is Intel Celeron. It also comes with the “DepEd Bag”, low quality mouse and headset, and a customized BIOS. The laptops had a pre installed security software that prohibits the users to install other softwares. The only good side about this is it comes with a three years after sales services which caters to almost all of the problems that may occur, it has a good screen, a good battery, backlit keyboard, and an excellent speakers. Though i think it does not justify the price difference of almost two folds.

Mas mabuti po na imbestigahin kasi hindi naman lahat ng guro ang nabigyan ….. pinili lang po kung sino ang bigyan ng mga laptop hindi naman ako kasali doon pero okay lang naman…..so, huwag kayong maghingi ng mga ASAP report kasi yong personal laptop ko hindi na gumana after downloading the FILMORA APP

Until now,umaasa pa rin po kami sa sinasabing laptop,hopefully makareceive po kami kasi,nakkauyam na lagi charge to our own pocket na meron nman po pala libre😢 nakakadis appoint lng po,kami po ay umaasa sa mga nasa mataas na katungkulan na maging honest nman at mgkaroon ng malasakit sa mga guro kung may budget para diyan sa laptop o di ibigay po,malaking ginhawa na rin po yan halaga na yan na para sa amin pamilya na sana,kaya lng wla nman supply d mapipilitan kmi bumuli,.Konsinya dapat ang manaig sa inyo,iyong tiwala namin sa mga nakkataas sana nman wag niyo sayangin po iyan.We are just here waiting pa rn.God bless po

Ako po almost 23 yrs na in service bakit po dito sa Division of Rizal Wala pong loptopkaming nakukuha Ang aking pananaw siguro ay pili lang po yata Ang nabibigyan ….Sana lahat Ng guro dito sa Rizal ay mabigyan Ng loptop para makamit ang hinihiling nilang quality of education.,… Opinion lang po ito.

  4. Meron ba non? Ba’t wla yata kaming natatanggap? Already 30 yrs in service, bt never ever been given a laptop. Meron kami s skul, for the ICT stdnts dw, pro tablet. Never nmn cnabi s amin n pwd magborrow.

    Di man lng gnawang icore3 or 5… Napakabagal, paano na ung mga rush reports, lis at ung mga online classes???

I believed that DepEd gives surplus computers to recipient schools which lasts only for about 2 to 3 years… These laptops possessed low specs that cannot even contain MS 365 and other Apps or softwares that the DepEd is distributing… How can we become an adept in technology if these computers cannot even be installed with adobe products? How can a teacher conduct online classes if the computer bugs down or lags down due to Ms teams? Can you imagine how difficult the situation is? Then People puts the blame to teachers when Philippines ranked 2nd or 3rd or 4th to the last on the just conducted ASEAN quiz?

  7. 39,000 sets of laptops bat ganon lang karami? Di ba almost 1 millon ang mga public school teachers? Ang ginawa ng Deped mga school heads lang ang binigyan samantalang ang kanilang pronouncement which is the program/project of the Department ang mga teachers ang bibigyan dahil nga ginagamit sa pag imprenta ng modules at isa pa kakarampot ang sahod ng teachers compared to school heads. Para sa akin nararapat lamang na ang bagay na itoy dapat maimbistigahan ng Congress para lumitaw what is really the truth behind.
