DepEd Reminds to Refrain from Using ATM Cards as Collateral for Loans or Engaging in the ATM Sangla Scheme

Department of Education receives alarming reports regarding the usage of ATM Payroll Cards as collateral for loans and most teachers are involved with this. This is strictly prohibited by the DepEd Terms and Conditions for Accreditation under the Automatic Payroll Deduction

REMINDER TO REFRAIN FROM USING ATM PAYROLL CARDS AS COLLATERAL FOR LOANS OR ENGAGING IN THE ATM SANGLA SCHEME

1. Pursuant to Section 4 (aa) of the Republic Act No. 11469, otherwise known as the Bayanihan to Heal as One Act, and the Implementing Rules and Regulations issued by the Department of Finance effective April 2, 2020, several entities and institutions, both public and private, including the Government Service Insurance System (GSIS) and Pag-IBIG Fund, have issued their respective guidelines for the implementation of the mandatory grace period or the suspension of payment for loans.

2. The GSIS and the Pag-IBIG Fund even granted an expanded relief for a three-month moratorium on loan payments and an extension of the loan terms of their individual borrowers. The DepEd Provident Fund also granted a three-month relief for its borrowers by suspending the collection of payment from April 2020 to June 2020.

3. The Department of Education (DepEd) is set to refund the loan amortizations deducted from the April 2020 payroll and the suspension of deductions for loan payments from the May 2020 salary payroll.

4. Likewise, DepEd took initiatives for the early processing and release of the salaries of employees for the months of March and April. This is to ensure that employees have additional cash, while battling with the COVID-19 pandemic. These financial reliefs will be reflected in the payroll months of April, May, and June 2020.

5. With the additional cash credited to the ATM accounts of the employees, this Department reiterates its advice against the use of their individual ATM Payroll Card as collateral for loans or engaging in the ATM Sangla scheme.

6. The practice of surrendering ATM cards as collateral for loans is prohibited by the
DepEd Terms and Conditions for Accreditation under the Automatic Payroll Deduction System.

7. ATM Card pawning has been noted by the Bangko Sentral ng Pilipinas (BSP) as a
dangerous scheme, for it exposes borrowers to identity theft and unauthorized use of personal data possibly for unlawful activities. Also, BSP finds that this practice unduly promotes overindebtedness.

  1. Kung sapat ba ang sinasahod ng teacher, maisipan pa ba nyang gawin yan? Yan ang dapat sanang tugunan ng DepEd. Pagbawalan nyo makahanap paraan ang teacher dhil sa kagipitan, pero no ginawa ng gobyerno? Barya barya increase salary ng teacher 🙁

  2. Pag aralan ang root cause ng pagsasanla ng mga guro ng atm and from their hanapan ng solusyon kung paano maiiwasan. Diyan lang humahanap ng solusyon ang mga guro sa pag solve ng financial problem. Sana inaalam ang pinaka ugat huwag puro bawal lang. Malaki ang sahod ng nagbabawal kaya hindi naiintindihan ang kalagayan ng mga guro na kakarampot ang sahod.

  3. taasan nyo kasi ang sahod ng mga teachers, sino ba ang teacher na gustuhing isangla ang atm?do you think magkasya ang 20k sa 5 anak na nag aaral at solo parent?iba iba ang sitwasyon at pangangailangan ng bawat teacher, sna hindi lng pagbabawal ng pagsangla ng atm, sna ipagbawal nyo rin ang maya’t mayang contribusyon para sa fuds ng visitors/evaluators ng school, sna rin bawal ang pagpapaganda ng classrom na sa sariling bulsa ng teacher galing, sana bawal din ang pagbili/pagloan/hulugan ng sariling laptop para may magamit ang teacher, sana din bawal ang pagbili ng ink,bond paper at kung ano-ano pa na magamit ng teacher sa pagprint ng modules, haba ng listahan… bottomline?SAHOD NA NAKABUBUHAY NG PAMILYA

  4. Newly hired teacher di naman ma integrate agad usually 2 months or 3 months bago makasahod kasi di pa integrated. Mga kailangan na gamit sa school at mga Bata dagdag pa ang gastos sa sariling pamilya. Kung may increase barya naman may deduction pa. So sabihin nyo bakit di masangla ung ATM kung may matinding pangangailangan?

  5. During hospitalization, hindi ko mailabas sa ospital ang asawa ko dahil almost 100k+ ang babayaran na bill. SOLE BREADWINNER pa ako, saan ba ako pwedeng humingi NG tulong kung hindi ko isasanla atm ko. Sagad sagad na dahil 2014 nka leave ako NG 10 months without pay dahil 3x akong na confine. Nanikip dibdib ko sa git a NG klase. Hindi namn ako naka avail ng ECC sa GSIS dahil ang sakit ko sa puso hind qualified. Ang wife ko palagi dn naoospital, saan kmi kukuha NG pa bayad. Salamat na lng may atm pa na pwed akong maisasanla sa matinding pangangailangan ko to sustain the needs of my family and cope with hospital bills.

  6. Walang teacher na mangungutang kung sapat ang kinikita. Mas mabuting magloan sa private institution dahil nakikita namin kung may overpayment kami ay binabalik iyon sa amin. Ang loan term loan kapag narenew within a year, kung three years iyong loan, iyong remaining two years ay wala ng interes.

    Sa private,mabilis nakukuha ang payment ng teacher dahil kinokolekta nila.Walang late remittances na dahilan ng penalty.

    Ang loan ng teacher ay hindi sa luxury napupunta kundi sa edukasyon ng mga anak o kapatid,lupa at bahay, personal laptop,printers at iba pang needs sa sch na hindi kayang tugunan ng sch MOOE .Kung meron man supply na laptop ay isa para sa Kto 3,isa para sa intermediate….hay naku,makakagawa ka ba nang maayos sa share share na paggamit ng laptop?

    Masarap tumanggap ng buong sweldo… Ngunit,wala talagang choice kundi magloan sa maalwan na paraan. Walang offline.Walang server busy .
